Position – Office Engineer
PACIFIC is seeking Office Engineers in Los Angles, California.
The Office Engineer provides a broad spectrum of technical and administrative duties primarily associated with project drawings management and construction management support. The Office Engineer supports the Project Manager, Construction Manager and Resident Engineers. The projects may also be transportation projects such as Caltrans highway construction projects, transportation facilities, roadways, streets, interchanges, bridges, and rail / transit. This position will serve as the on-site field administrator of activities related to construction projects, submittal packages, and project documentation and ensures that the project runs smooth with clear communication among project team members including Contractors, Agencies, and staff.
Region: In Los Angeles. Also in other parts of California. Discuss the specific location of the project with the Hiring Manager as PACIFIC has contracts all across California.

Primary Responsibilities on LAWA Project
- Assist the CM and project team in the receipt, distribution and maintenance of drawings. Perform construction contract correspondence, document and plan control function, input data into Prolog, and prepare management information status report, as required.
- Update and maintain sets of drawings, specifications and logs. Read and post the high volume of RFIs and Design Notices into the drawings.
- Maintain project files and document / drawing management systems (hard and electronic copies). Communicate with the designer and contractor to make the posted drawings more efficient and timely.
- Distribute documents and drawings; maintain document and drawing logs.
- Assist in the Request for Information (RFI) process by helping the Construction Manager and or Engineers with RFI tracking and follow-up. Maintain RFI logs in the project information system.
- Assist the Construction Manager and or Engineers with the submittal, design bulletin, and plan revision process. Receive record, review, transmit and track the resolution of the task. Maintain appropriate logs in Prolog, the project information system.
- Complete other responsibilities and assist as assigned to support the project such as: attend and document project meetings (write minutes), perform expediting functions, and prepare and maintain an expediting log; etc.
- Prepare periodic reports summarizing progress of construction activities for higher-level management and clients
- Perform other responsibilities associated with this position as may be appropriate
- Work with LAWA Inspection and the Contractor to finalize monthly construction quantities. Additionally prepare monthly Pay Applications for CM review and signature.
- Track NNCs/JMs along with associated contractor responses to assist the CM or Resident Engineers in finding resolution to issues.
- Assist the CM and Resident Engineers in writing Change/Field Directives , along with preparing exhibits, for input into Prolog. Track such Change Directives as they are executed, negotiated, and processed through the Change Order Process.
- Participate in phasing meeting, taking notes, and preparing work plans.
Primary Responsibilities on Transportation Projects
The primary duties of an Office Engineer are
- Assists the Resident Engineer and/or Project Manager in all aspects of required office construction engineering work including setting up and maintaining project files, writing contract change orders, processing required documents and progress payments, as necessary.
- Perform quality calculations for progress pay estimates and keep for project records.
- Maintain continuous communications with various stakeholders such as the RE, Agency Representatives, Project Manager, and construction administration staff.
- Develops and maintains an organized and complete set of records and procedures for the project
- Review, negotiate and make recommendation for change orders
- Review submittals, deliverables and other construction documents for completeness and accuracy
- Monitors and schedules construction staking/surveys, field and material
- Develop or maintain logs for submittals, transmittals, RFIs, change orders, request for quotations, correction notices, stop work notices, and related construction documents
- Track, process and distribute submittals, RFI’s, design submittals, shop drawings, product data, and work plans
- Prepare weekly reports on progress of submittal, RFI, and design submittal reviews to the Resident Engineer
- Maintain the as-built drawings for change order updates and assists project lead in ensuring field staff updates as-built drawings as required
- Assist the Resident Engineer to prepare final project closeout documents, including the resolution of potential claims Requirements
Required Qualifications for LAWA Assignment

- Excellent written and oral communication skills
- A valid Driver’s License and compliance with PACIFIC’s Vehicle Policy
- Proficiency with common Microsoft Office Applications (Word, Excel, PowerPoint and Outlook), SharePoint and Adobe Acrobat (PDF files)

- 3+ References from Clients
- Min 5 years for Office Engineer I and min 10 years for Office Engineer II, preferably on airport projects
- Demonstrated ability to understand technical and complicated construction program and the ability to communicate progress to both technical- and management-level personnel
- Ability to work with others, a self-starter with results-driven focus
- Must possess the ability to effectively interact with various departments to maintain open lines of communication
- Capability to assume additional responsibilities

- Effective oral and written communication skills, with an ability to communicate complex issues to a non-technical audience
- Preferred civil flat work experience – airports and road construction. Airport civil airfield work on runway, taxiway, apron and associated utilities
- Experience working with outside agencies i.e. General Services division, LADBS, LADWP, etc.
Required Qualifications for Transportation Project
- US Employment Authorization without needing sponsorship
- A Bachelor’s Degree (or Higher) in Civil Engineering, Construction Management, Structural Engineering or relevant majors (ABET Accredited).
- Possession of a valid certificate as an Engineer-in-Training (EIT) issued by the California State Board of Registration for Professional Engineers, Land Surveyors, and Geologists, or issued by another jurisdiction and accepted by the California Board
- 3+ years of relevant construction inspection and/or office engineering experience.
- A valid Driver’s License and compliance with PACIFIC’s Vehicle Policy.
- Pre-employment drug test. Also, subject to drug and alcohol testing during the course of employment in accordance with PACIFIC’s Drug, Alcohol and Illegal Items Policy.
- Ability to work independently and perform typical construction field office duties.
- Thorough knowledge of Caltrans construction practices, and the ability to read and interpret plans and specifications.
- Thorough knowledge of the construction manual regarding estimates, extra work bidding, change orders, and other administrative duties.
- Maintain continuous communication with the Supervisor, Client & Agency Representatives.
- Ability to use typical computer programs such as Microsoft Word, Excel, Outlook, Scheduling software, and Expedition or equivalent.
- Excellent verbal and oral communication skills
- Strong organizational, problem-solving, multi-tasking, and analytical skills
- Ability to prioritize work
- Strong interpersonal skills; ability to deal effectively with a variety of individuals at all organizational levels
Education/Training Requirements for LAWA Assignment
- BS/BA in related field (Construction Management, Civil Engineering, Architectural Engineering, etc.)
- State of California Professional Engineer’s license is preferred.
- Registration/Certification: AAAE, LEED, PMP, etc. and/or any other relevant Professional Licensure or Certification – optional
Preferred Qualifications for Transportation Projects
- Inspection and engineering experience at projects on Caltrans Right-of-Way.
- Knowledge of industry safety practices and OSHA safety regulations.
- Knowledge and experience with monitoring labor compliance.
Hardware/Software Knowledge for LAWA assignments
- Experience with Microsoft Office Suite software – Word, Excel, PowerPoint, and Outlook.
- Knowledge of Prolog and other Project Management Systems is preferred
- Proficiency in Bluebeam or other PDF programs
Element-Specific Requirements/Notes for LAWA Assignment
- May assume other duties as required/needed
- May work overtime
- Maybe required to work various shifts as needed
- Aviation experience preferred
